Residence permit: PhD students

The procedure for requesting a residence permit for PhD students from a non-European country (outside the EU, the EEA and Switzerland) varies according to the student’s case. Choose the appropriate application procedure for your case.

IN LYON

You are not enrolled at a French higher-education establishment

IMPORTANT INFORMATION

You are enrolled at a French higher-education establishment and you have a French employment contract

If you are a PhD student from a non-European country, you are registered in a doctoral program in France and you have a French employment contract to fund your research, you should have received a long-stay visa with the designation “passeport talent". Depending on the information written on the visa, you must have it validated online on a dedicated platform or request a residence permit at the local Préfecture.

You are enrolled at a French higher-education establishment, but you do not have a French contract of employment

You will receive an “Etudiant” visa. You cannot benefit from "Passeport talent-chercheur” status. The validation request must be sent online (website in French, English or Chinese).

Procedure for renewing your “Etudiant” residence permit

The renewal of your “Etudiant" residence permit (and your spouse’s, if need be) must be done at the Préfecture within two months prior to the expiration of your current residence permit or visa.

If your application is complete, you will receive a receipt of your request for an “Etudiant" residence permit renewal. You must collect it in person at the Préfecture, without an appointment, before the end of the validity of your receipt.

You will be required to pay a tax of €75 in revenue stamps when collecting your new residence permit.

For all subsequent renewals, you must follow the same procedure, submitting your renewal request within two months prior to the expiry date of your current residence permit.

IN SAINT-ETIENNE

You are not enrolled at a French higher-education establishment

You are enrolled at a French higher-education establishment and you have a French employment contract

NOTE: the Préfecture of the Loire does not tolerate late applications. Applications made outside the dates of validity of the residence permit (residence permit, receipt, temporary residence permit) will be considered to be "late" and liable to a fine of €180.

If you are a PhD student from a non-European country and you are not registered in a doctoral program in France, you should have received a hosting agreement and a Long stay visa with the designation "passeport talent". Depending on the information written on the visa, you must have it validated online on a dedicated platform or request a residence permit at the local Préfecture.

Procedure for renewing your “Etudiant” residence permit

NOTE: the Préfecture of the Loire does not tolerate late applications. Applications made outside the dates of validity of the residence permit (residence permit, receipt, temporary residence permit) will be considered to be "late" and liable to a fine of €180.

If your stay is extended, your “étudiant” residence permit (and your spouse’s if applicable) must be renewed at the local Prefecture within 2 months prior to the expiry of your current residence permit or visa.
To facilitate your efforts and reduce waiting time, the Saint Etienne Espace Ulys submits your applications to the Préfecture.
Contact the Espace Ulys in Saint Etienne to make an appointment. We will check the documents in your file together and upload it to the Préfecture.

Download the list of the “étudiant" documents required by the Préfecture de la Loire.
(Only copies of documents will be required to submit the file to the Espace Ulys. However, you must have the originals as well. They will be requested by the Préfecture when you get collect your receipt.

The application date taken into account by the Préfecture will be the date registered by the Espace Ulys.
You will then have to go to the Préfecture. At this appointment, you must present the originals of the supporting documents in your file and have your fingerprints taken.

If your dossier is complete, you will receive a receipt of your request for an “étudiant" residence permit renewal.
You will also be required to pay a €75 tax in revenue stamps when picking up your new residence permit.

For all subsequent renewals, you must follow the same procedure, submitting your renewal request within two months prior to the expiry date of your current residence permit.
