UPDATED 01/02/2021 - The Coronavirus continues to spread in the country. From December 15 2020, the lockdown will end under certain conditions.
On December 12th, the Prime Minister announced the end of the lockdown. Having a certificate will not be necessary during the day. From December 15th, the lockdown will be replaced by a curfew.

COVID SCREENING TESTS
As part of the government’s screening strategy in order to stop the virus circulation, you have the possibility to be tested in the 3 following situations :
- You do not have Covid-19 symptoms and no medical presciption:
You can be tested in a lab without prescription and without advance payment, upon presentation of your « Carte Vitale » or social security attestation.
- You have Covid-19 symptoms:
Consult your general practitioner as soon as possible. If your doctor suspects you are a Covid case, he will prescribe a screening test. Then, contact a laboratory carrying out Covid tests to make an appointment. The test will be paid for by the social healthcare system, therefore no advance payment, upon presentation of your « Carte Vitale » or social security attestation.
- You are identified as a « contact » of an infected person:
If you have had a extended contact with an infected person, you are therefore identified as a « cas contact ». You will be notified by your doctor or the Regional Health Agency (Agence Régionale de Santé – ARS). After receiving the alert, contact a laboratory carrying out Covid tests to make an appointment. The test will be paid for by the social healthcare system, therefore no advance payment, upon presentation of your « Carte Vitale » or social security attestation.
When identified as a « cas contact », the delay to be tested will differ if:
- The infected person lives with you: you need to be tested within 24 hours after being notified.
- The infected person does not live with you: the test has to be made at least 7 days after the last contact you had. If symptoms appear, you must be tested within 24 hours.
Find a lab carrying out Covid tests
On the day of your appointment, you’ll have to bring your ID and your « Carte Vitale » or social security attetstation.
If you don’t have a social security number yet, some laboratories can generate a provisional number at the desk. Ask the lab of your choice to know if they offer this possibility on the spot. Otherwise, you will have to pay for the test and ask for reimbursement afterwards.

NEW 01/04/2021 - Schools (from elementary to high schools) are closed until Monday, April 26.
SHOPSNnon-essential businesses will reopen in compliance with strict sanitary measures.

GOING OUT
NEW 22/03/2021 - From December 15th, outing certificates will no longer be necessary
during the day. A
curfew will be enforced from 7pm to 6 am. If you are out between those hours, you must have a certificate.

Not respecting the lockdown and not presenting a certificate
will be fined 135€. In case of
repeated infringement, the fine will be increased and can go
up to 3750€.
WEARING A MASK
In order to limit Covid19 spread, wearing a mask outside is mandatory in the whole city of Saint-Etienne. People under 6 years old are exempted from this rule. Not wearing a mask can be fined €135.
In transportation facilities, wearing a mask will be mandatory. Not wearing a mask in public transports
can be fined €135.
Gatherings of more than 10 people in the public space is prohibited.
WORK
NEW 29/10/2020 – Remote working is generalized to all when possible, throughout the territory. Few professions can still pursue their activity in a normal way (construction, factory, industry…).

your final Social Security number.
CPAM will prioritize payments for essential services.

NEW 01/02/2021-
External borders of the Schengen Area are now closed. It not possible to enter/leave France from/for a non European country unless you are in one of the following situations : personal or familly emergency, health emergency, professionnal emergency that cannot be postponed. So as to justifiy your situation, it is mandatory to :
- Produce an attestation matching your current situation
- Produce a contact sheet mentionning your (future) place of residence in France.
- Produce an attestation that you don’t have any Covid19 symptoms and didn’t have contact with someone postive to a Covid19 test.
- At your arrival, you’ll be asked to do a 7 days quarantine at your place of residence. Then, you’ll have to do a Covid test.
These attestations are available on
the Interior Ministry website.
Internal borders of the EU remain opened. Travelers going or coming from the European Area must provide a negative Covid19 test done 72h before the departure. Incomers are advised to quarantine thmenselves at home during 7 days after their arrival in France. After this 7 days issolation, you are advised to do another Covid19 test.

Scientists and students can come to France for their studies or professional reasons. Specific procedures apply to all non-European citizens coming to France.
Following the European Council Statement of August 7th 2020, the EU reopened its border to some countries considered as safe. The list is to be revised each 15 days and will surely evolve.
It is now possible again to ask for a visa. Don’t hesitate to contact the Consulate of your city of residence and to check the France Visa official website.
Holders of a French valid residence permit or a long stay visa equivalent to a residence permit (VLS-TS) validated in France, who are currently abroad, are authorized to come back to France.
An attestation will be mendatory for every going outside between 9pm. and 6 am.
